(EN) The Portugal Film Commission is present, for the first time, at MIPCOM, the largest market for audiovisual programs and formats, which takes place in Cannes between October 14th and 17th.  The PFC is in the stand of Portugal, joined by the Portuguese Film and Audiovisual Institute (ICA, IP), APIT, RTP, SIC and TVI, to promote the audiovisual and the internationalization of Portugal as a destination for filming.

On October 15th, the PFC offered a cocktail during which, the advantages of filming in Portugal were presented, namely the cash rebate, the financial incentive to producticing and filming in Portugal. This event was attended by about 130 guests from different areas of national and international audiovisual entities.

(EN) The Council of Ministers Resolution n.º 85/2019, published last May 31st, creates the Portugal Film Commission. This entity, created in the dependence of the members of the government responsible for the areas of culture and tourism, aims to create conditions for the affirmation and promotion of Portugal in the world as a destination of excellence for the production and realization of international filming; To ensure the international projection of Portugal as a privileged destination for filming; To contribute to the national and international dissemination of the Tourism and Cinema Support Fund, as a competitive instrument designed to capture the cinematographic and audiovisual production for Portugal; To define best practices and methods to support national and international producers in the field of filming, among others.

The team of the Portugal Film Commission (PFC) consists of a Film Commissioner, an executive director and a technical support team, with three elements. Manuel Claro and Inês Queiroz assume the positions of Film Commissioner and executive director, respectively.

Esta entidade, criada na dependência dos membros do Governo responsáveis pelas áreas da Cultura e do Turismo, e visa criar condições para a afirmação e promoção de Portugal no mundo como destino de excelência para a produção e realização de filmagens internacionais; garantir a projeção internacional de Portugal como destino privilegiado de filmagens; contribuir para a divulgação nacional e internacional do Fundo de Apoio ao Turismo e ao Cinema, enquanto instrumento competitivo desenhado para captar a produção cinematográfica e audiovisual para Portugal; definir as melhores práticas e métodos para apoiar os produtores nacionais e internacionais no domínio das filmagens, entre outras.

A equipa da Portugal Film Commission (PFC) é constituída por um Film Commissioner, um diretor executivo e uma equipa de apoio técnico, com três elementos. Manuel Claro e Inês Queiroz assumem os cargos de Film Commissioner e de Diretora Executiva, respetivamente. 

First results of the Portuguese Cash Rebate Incentive presented at the Berlinale

Portuguese cinema was represented by the Portuguese Cinema and Audiovisual Institute (ICA) with a booth at the European Film Market during the 69th Berlinale.

The 2019 edition of the Berlinale was also another opportunity to present the Portuguese Cash Rebate Incentive through the Tourism and Cinema Support Fund and to introduce the preliminary results of the first year of the incentive, that came into force in 2018.

With a total of 25 applications from countries like USA, UK, India, Brazil, France, Germany and Spain, 18 have already been approved, representing a global investment in Portugal of over 25 million euros.

The presentation was done by ICA’s VP, Maria Mineiro, and the Berlin representative of the Portuguese Tourism Board, João Castro, with the participation of the Portuguese Minister of Culture, Graça Fonseca, and the Portuguese Secretary of State for Tourism, Ana Mendes Godinho.

The 69th edition of the Berlinale took place between 7th and 17th of February 2019.

Portuguese Cash Rebate presented in London

The Portuguese Cash Rebate Incentive was presented at FOCUS, in London, between 4th and 5th December 2018.

Besides all the information and one-to-one meetings available at the PICPORTUGAL booth, the incentive was jointly presented to participants by the Portuguese Film Institute’s VP, Maria Mineiro, the London representative of the Portuguese Tourism Board, António Padeira, and the Portuguese Secretary of State of Tourism, Ana Mendes Godinho.

Over 2700 professionals attended FOCUS in 2018 representing all sectors of the creative screen industries and over 70 countries, with more than 240 exhibiting companies.

The 2019 FOCUS, the meeting place for the international production community, takes place on the 3rd and 4th December, at the Business Design Centre in London.

Portugal at the American Film Market

The Portuguese Film Institute (ICA) and the USA representative of the Portuguese Tourism Board participated in the 39th American Film Maket’s (AFM) LocationEXPO that took place at Santa Monica, Los Angeles, between the 3rd and 6th November 2018.

Besides the Portuguese booth at the LocationEXPO floor, information about the Portuguese cash rebate incentives was presented at a cocktail reception that was attended by over 40 participants.

The 2018 AFM was attended by over 7500 film professionals and executives and 400 exhibitors, of which over 60 were film commissions, government agencies and production service companies that participated in LocationEXPO.

The 2019 American Film Market will take place from november 6th to 13th, at Santa Monica, Los Angeles.

New Fund for Tourism and Cinema is published

The Regulation of the film and TV production cash rebate system funded by a Fund for Tourism and Cinema was published on the 28th of September 2018.

This incentive, which is part of the Fund for Tourism and Cinema, created by Decree-Law No. 45/2018, June 19, is one of the most competitive in Europe by setting a maximum time limit of 20 working days for the assessment of applications and by allowing a cash rebate (repayment) of up to 30% of expenditure on projects with high economic and/or cultural impact. This instrument will be managed by Turismo de Portugal and ICA (National Film Institute).

Portuguese Council of Ministers has approved the support found for Tourism, Cinema and Audiovisual.

The Fund, with an amount of 50 million euros of capital, and that includes 10 million euros, in 2018, to support and encourage the cinematographic and audiovisual production and capture of international filming for Portugal, was approved on the 23rd of March, 2018, in Council of Ministers.

Portuguese film market with growing results

ICA’s 2017 first semester results show an increase in both revenue and audience. National production supported by ICA grows 58% compared to 2016.
In the first half of 2017, there was an increase in gross revenue and in the number of spectators in cinemas in Portugal, of 16.8% and 15.7%, respectively, compared to the same period of the previous year. The most watched film in the first six months of 2017 was Fast & Furious 8, with 786,707 spectators.
